Revision of the Waste Framework Directive

Under the Belgian Presidency of the Council of the European Union 2024, the Council of the European Union is taking its turn in the important work of revising the Waste Framework Directive which, in particular, introduces innovative and promising EPR for textiles. The European grouping TESS GEIE supports this important initiative and would like to share its views on some key elements:

 

  • TESS GEIE recommends a firm and restrictive general rule so that any textile collected by any means is considered textile waste, as well as a solution to the case of the collection made by churches and shops/boutiques of social economy entities.
  • TESS GEIE wishes to alert the legislator to the major adverse effects induced by the proposal of opening the door to the possibility that reuse businesses contribute to the EPR fees.
  • TESS GEIE recommends introducing a clear provision that fully involves all relevant stakeholders (including social enterprises and municipalities) in the governance of EPR schemes.
  • TESS GEIE recommends introducing an unequivocal commitment to set clear and ambitious targets in further revisions of the WFD.
